Off-Shore Fisheries Collaboration for Small Vessels

The St. Kitts and Nevis Department of Marine Resources (DMR) collaborated with fishers to examine the practicality of promoting the off-shore and pelagic fisheries in the Federation. This involved preliminary work in 2017, harvesting Diamondback Squid. Following the successful capture of squid in 2017, the efforts have now shifted towards assessing the use of small open vessels for the harvesting of these resources, and other off-shore resources, to promote a reduction in fishing effort on the near-shore fisheries, while securing and enhancing fishers’ livelihoods.

Mitch Lay, Antiguan fisher and facilitator of the training exercise indicated “This is a great opportunity for fishers in St. Kitts and Nevis to experiment with new techniques so we can all ensure continued fisher livelihood. The equipment used for this training is suitable for small fishing vessels, we have to look out for all fishers.”

Kharim Saddler, Assistant Fisheries Officer at the Department of Marine Resources – “This demonstration included a rig for deep slope snapper fishing and continuing Diamondback Squid Fishing techniques. The Krystal reel proved to be very efficient and versatile. It is particularly suitable for small vessels.”

Director of DMR, Marc Williams – “Continued collaboration in harvesting, value addition and marketing may prove useful in promoting the Diamondback Squid fishery. St. Kitts and Nevis could spearhead a concerted effort to promote this underutilized species for food security and nutrition purposes.”

DMR @ Career Exhibition with Work, Eat, Play, Manage themed display

The Department of Marine Resources (DMR) was invited  to participate in  the 2018 National College, Career and Health EXPO organised by the Ministry of Labour on Friday 23rd February, 2018.  The DMR’ s display centered around the different uses of the ocean.

WORK – career based choices were showcased through presentations and officers present answering questions about their being employed within the marine field.

EAT – highlighted the benefits of a healthy sea enriched diet. Promoting the Eat It 2 Beat It SKN Lion fish campaign as well as introducing persons to underutilized species such as the Diamond Back Squid.

PLAY – recreational activities associated with the marine environment. Attendees did a “sea /bucket list challenge” checking off which play sports they have engaged in and were offered new and exciting #DiveIn choices for the future.

MANAGE – sustainably using the resources of the marine environment is key to the DMR. This section explored compliance and enforcement mechanisms conducted by the DMR and future work, Fisheries, Aquaculture and Marine Resources Act 2016 legislation, Implementation of the Illegal, Unreported and Unregulated Fishing Plan and the declaration of the St. Kitts and Nevis Marine Management Area.

The Director, Marc Williams expressed ” We are pleased that the Ministry of Labour has created such a forum for persons to be educated about different career options. Within the past year we have received requests to have interested youth visit the DMR to get a sense of what a career within the marine field is about. At the DMR we want to encourage persons to see the ocean as the true resource that it is and take full advantage of it. ”

The DMR also used this opportunity to launch its partnership with the Anjolique Dance Company’s GEF UNDP Small Grant Proposal See Life Sea SKN project- a visual campaign about the marine environment. The display incorporated the use of high impact presentations through imagery and hands on experience. Unfortunately, the display should have incorporate touch tanks into the display however as climate change affects the marine environment , turbidity in the water prevented the collection of the marine species.

Officers at the exhibition included; Marine Management Area (MMA) and Habitat Monitoring Officer ; Tricia Greaux, Fisheries Assistant; Kharim Saddler, Marine Conservation Officers ;Locksley Edwards , Tasia Jones, Ahisha Herbert and Ashadi Duncan,  and Beach Conservation Officers; Luciano Eddy and Sasha Kodi Edwards.

Computer program to help DMR

A group of young, excited and innovative program designers of the Information Technology Program at the Clarence Fitzroy Bryant College Technical and Vocational Division under the tutelage of Dr. Ricardo Neil approached the Department of Marine Resources to create a program to assist with streamlining procedures.  The group of namely; Jamal Caesar, Rae Browne, Kelesha Berty, Josiah Bradley and Shaquille Carey met with the DMR to outline the implementation plans.

Mr Marc Williams, Director, commented,  “I am pleased with this new venture, it will no doubt increase the efficiency of the Department and place the DMR in a position to better serve  fishers and other stakeholders. This is also a strategic way to introduce the fishery industry to younger persons who will see it as a feasible and viable career choice. Becoming a fisher is not the only job in this industry, we have just explored fisheries software designers”.

ST.KITTS AND NEVIS FISHERFOLK LEADERSHIP CAPACITY BUILDING SESSIONS

 

Fisherfolk leaders from the Federation of St.Kitts and Nevis were invited to participate and benefit from capacity building sessions.   St.Kitts based fishers attended sessions held on February 13-14, 2017; similarly Nevis based fishers’ sessions were conducted on February 15-16, 2017. These workshops were facilitated by Mitchell Lay, Coordinator of Caribbean Network Fisherfolk Organization (CNFO). The CNFO works in conjunction with The Nature Conservancy (TNC) and the Caribbean Regional Fisheries Mechanism (CRFM) Secretariat.

The Department of Marine Resources hosted the capacity building trainings. The Director, Marc Williams gave Opening Remarks and members of DMR staff gave presentations that included Local Legislation by Wilmot Alleyne, SKN Marine Management Area by Tricia Greaux and Food Safety in Fisheries by Nikkita Browne.

Objectives for the sessions included the promotion and development of;

  • awareness of the laws, regulations, and policies applicable to the fisheries sector in St. Kitts and Nevis
  • opportunities for fishers to discuss and clarify implications of fisheries management laws on their activities.
  • fishers’ participation in fisheries management, including in MMAs
  • fishers’ contributions to the national social security mechanism
  • food safety in the fisheries sector
  • leadership skills of leading fishers in St. Kitts and Nevis.
  • fisherfolk leaders’ capacity in communications
  • document and experience sharing

The CRFM Secretariat was the lead agency, fulfilling a mandate for fishers from St. Kitts and Nevis to be exposed to knowledge and skills which will promote their development and enhance their collective participation in sustainable fisheries governance.

The Government of St. Kitts and Nevis passed new legislation, Fisheries, Aquaculture and Marine Resources Act 2016, which will impact the fisheries sector and guide its’ management. This activity will provide fishers with the opportunity to learn of these new measures and to discuss the implications, while identifying opportunities to participate in the governance and management of the sector.

Completion of the Fishery Equipment and Machinery Project in St.Kitts and Nevis

The ‘Improvement of Fishery Equipment and Machinery in St.Kitts and Nevis’ handing over ceremony was held on November 10th 2016, from 9:30 – 10:30, at the Old Road Fisheries Complex. Fishers from the Old Road community as well as members from the St.Kitts and Nevis FAD Fisher Association were present to witness this event. Mr. Marc Williams, Director of the Department of Marine Resources, presented a short overview of the project.

The Honorable Minister Eugene Hamilton, Minister of Marine Resources et al., made remarks thanking the Government of Japan for the contribution to this sector.

Minister Hamilton commented “Partnership between JICA and the Government and People of this twin island Federation always result in forward movement in the realm of sustainability and the continuity of the fishing industry. “

This project has provided the Basseterre and Old Road Fisheries Complexes with an upgrade in refrigeration equipment which would increase the standard of operation as well as materials for the installation of two submerged-type Fish Aggregating Devices (FADs).  The multipurpose boat so aptly named “FV Transformation” which incorporate new technologies and will be able to assist in conducting research. The insulated truck will facilitate the mobilization of ice and fish/fishery products to and from rural areas. Training was also conducted on the appropriate operation and maintenance of all of these elements.

The Japanese delegation consisted of Chief Consultant of OAFIC Mr. Hiroshi FUKAO, Counselor of Japan to Saint Christopher and Nevis Mr. Masatoshi SATO, Resident Representative of JICA/JOCV Saint Lucia Office Mr. Tetsuhiro IKE, and NBK Corporation Director / General Manager Mr. Masakazu DAZAI who signed the handing over documents with Honorable Minister Hamilton.

This ceremony also included presentations on submerged FADs installation and a project site visit.

Department of Marine Resources (DMR) launches new website and social media page.

The Department of Marine Resources (DMR) welcomes 2016 with exciting new ventures: diving into the mobile, web and social media revolution.

DMR has launched a responsive website and social media page via Facebook in an effort to connect with a wider audience. Director of DMR, Mr. Marc Williams stated “The new website provides a platform that allows us to inform interested individuals of our vision: to promote the sustainable use of all living marine resources in all waters of national jurisdiction and areas beyond the national jurisdiction of Saint Kitts and Nevis as well as projects undertaken by the Department of Marine Resources.”

The addition of our social media presence creates an avenue for interested persons to stay up to date with the plethora projects launched by the DMR.

Tricia Greaux, Marine Management Area and Habitat Monitoring Officer, DMR, is extremely excited “We would like persons to get a feel of our marine environment and change the attitude of fear of the ocean; we have used vivid visual and audio content (pictures, videos) on the website to help to enlighten the public”.

Caribbean Aqua-Terrestrial Solutions (CATS) Component 2 has funded the website which was developed and designed by local digital marketing company, Caribbean Commerce Ltd.
